Success
There are many ways in which the performance of the Merseyside Sports Partnership is currently being measured, including National sports participation surveys, National cultural participation surveys and school participation surveys, achievement of standards and of key performance indicators.
National Participation Surveys
One of the main aims of the Merseyside Sports Partnership is to increase participation
by 1% year on year. In 2006 Sport England appointed Ipsos MORI to undertake
a national (England) survey of participation in sport and recreational physical
activity.
The survey of each District, Unitary and Metropolitan Authority was
carried out over a full year with the sample of 1,000 interviews for most Local
Authorities evenly divided over the 12 months to account for seasonality. This
survey will be repeated annually questioning 500 people for each local area.

The Active People Survey questionnaire has been designed to include core questions
that are replicated in the Taking
Part Survey: The National Survey of Culture, Leisure and Sport, which commenced
in July 2005. 'Taking Part,' an unprecedented piece of work commissioned by
the DCMS is a continuous national survey, achieving an annual sample size of

Physical
Education in School Sport Club Links Survey
The
Department for Children, Schools and Families (DCSF) commissioned TNS, an independent
research company, to conduct the Physical Education School Sport Club Links
Survey (PESSCL) among schools in the School Sport Partnership Programme. The
survey aims to collect information about levels of participation in physical
education (PE) and school sport in partnership schools. The first survey was
conducted in 2003/2004 with a result of 62% of 2 hours high quality PE and
School Sport and by 2006/2007 the National figure was 86% with an average across
Merseyside of 86%.

Quality Standards
Lord Carter at the Equality in Sport Conference on 9th November 2004 launched
The Equality Standard: A Framework for Sport (The Standard). The Equality Standard
is a framework and vehicle for widening access and increasing the participation
and involvement in sport and physical activity from under represented individuals,
groups and communities, especially women and girls, ethnic minority groups
and disabled people. Merseyside Sports Partnership is working towards achieving

Merseyside Sports Partnership is committed towards to working towards
achievement of the National Standards for Safeguarding and Protecting Children,
a benchmark of good practice for sports organisations. For more information

Clubmark Accreditation
is a kite mark of quality that has jointly been developed in partnership between
Sport England and National Governing Bodies of Sport (NGB's) to ensure that
all clubs are working towards being Safe, Effective and Child Friendly. The
6 Local Authorities also offer accreditation schemes for sports out of the
NGB accreditation which are also recognised by Merseyside Sports Partnership.

The desire to
improve performance is now having a major impact on all public services. Towards
an Excellent Service Framework has been developed using existing quality management
models, inspection frameworks and accreditation systems supplemented by consultation
with practitioners in the field. Merseyside Sports Partnership has already
achieved a 'Fair' Accreditation and over the next few years aims to change
this to 'Good' and then 'Excellent!' For more information relating to this

Merseyside Sports Partnership Performance Monitoring Framework
Merseyside Sports Partnership has produced a performance management framework
which will capture an up to date position of the priorities of the Partnership. This
working document will be updated on a quarterly basis to reflect progress made
throughout the year.
